Is there any way to transfer video from a PAL DVD to a region 9 DVD?

Purchased the Beijing Closing ceremony DVD which claimed to work on all DVD players but it turns out the format is in PAL which my worthless PS3 won't play. Is there any way to transfer video from PAL to region 9 format using software from a PC or Mac?
